"The Japanese side has already provided financing for the blueprints and preparations to the tune of UAH 380 million, and the most important thing is that we have a clear roadmap, which shows us how and when the project is to be implemented," he said in parliament last week.

Zubko said UAH 63 million in budget funds had already been channeled into the preparations in 2016. The Ukrainian Environment Ministry is now expected to confirm if the environmental fund could additionally allocate UAH 47 million for this purpose.

As UNIAN reported earlier, in the middle of 2015, the governments of Ukraine and Japan signed a loan agreement for the upgrading of Bortnychi water treatment plant under a project for the reconstruction of wastewater treatment facilities and construction of a new line for processing and disposal of sludge at Bortnychi plant.

Under the agreement, the loan funds of the Japanese government should be disbursed as part of Japan's Official Development Assistance (ODA) under special terms for economic partnership: the amount of the loan is JPY 108.193 billion, the period is 40 years, the grace period for loan repayment and interest payment is 10 years. The interest rate is set at 0.1% per annum.

UNIAN's memo. Bortnychi plant is the only wastewater treatment plant in Kyiv and surrounding towns and villages in Kyiv region. The station treats households' wastewater and industrial sewage. Since as long as 1989 Bortnychi plant is said to have been in emergency technical condition.
