De-monopolizing Ukrainian market: Kyiv to introduce duties on imports of Russian fertilizers

The Interdepartmental Commission on International Trade has adopted a decision to impose anti-dumping duties on imports of Russian fertilizers, according to the press service of the Ministry of Economic Development and Trade.

As noted in the report, the main conclusions of the economy ministry on the results of the anti-dumping probe into the imports to Ukraine of certain types of nitrogen fertilizers made in Russia indicate a fact of dumping.

"Also, findings of the investigation show that the imports of Russian fertilizers to Ukraine at dumped prices affect national producers of chemical fertilizers and constitute a threat to Ukraine’s food security," reads the statement.

"Given that the Russian Federation is the main supplier of fertilizers to Ukraine (80-90% of the total amount), imports of fertilizers at dumped prices puts Ukrainian farmers in a dangerous dependence on their deliveries in the future," says the ministry.

The press service said that the unexpected unilateral termination of Russian supplies of fertilizers could become another tool of Russia's aggression against Ukraine in the sphere of trade.

However, committee members are aware of the fact that the main consumers of Russian fertilizers are farmers, so there is the need to take into account their position on the introduction of anti-dumping measures.

It is noted that in the near future the government will submit to the Rada’s consideration the bill on measures to diversify the supply of fertilizers by reducing the import duty rates for the most popular types of fertilizers (ammonium nitrate, urea, UAN).
