Ukraine's finance ministry: Programs without plans may not be financed from budget

Administrators of budget funds that will fail to submit the so-called budgetary passports under respective programs, a document that outlines the goal of a program, its budget, spending, administrators, etc., by the deadline set for February 14 will not be able to receive funding in keeping with the law, according to the Ukrainian Finance Ministry.

The ministry reported that 159, or 34% of the budgetary passports, had not been submitted as of February 10. The list includes the Verkhovna Rada administrative office, the State Department of Affairs, the Secretariat of the Cabinet of Ministers, the State Court Administration and a number of courts, some ministries and agencies, including law enforcement agencies, as well as the State Committee for Television and Radio Broadcasting, the State Road Agency, the Antimonopoly Committee, anti-corruption agencies, organizations under the National Academy of Sciences, the State Property Fund and some regional administrations.

Key administrators of budget funds are sectorial ministries, agencies of the executive branch of power, other organizations that are responsible for a budget program in keeping with the law on the national budget.

The finance ministry said 45 days were provided for the approval of passports under the legislation, i.e. until February 15.

"The budget process should be responsible and transparent. The finance ministry informs the public about all stages of the budget process and, in particular, on the state of submission and approval of the budgetary passports," the report reads.

The basis for the calculation of the main indicators in the budget was the macroeconomic outlook for 3% increase in real GDP amid 8.1% consumer inflation, and the average annual forex rate of about UAH 27 to the dollar.
