Poroshenko enacts equal conditions for telecoms market operators

Ukrainian President Petro Poroshenko has signed Law No. 4159 on access to facilities of construction, transport and energy infrastructure aimed to facilitate the development of telecommunications networks, which provides equal conditions for all players on the telecoms market by establishing transparent and fair fees for the access, according to the Verkhovna Rada's website.

The law is designed to legislatively regulate relations between all the players on the telecom market, which will allow Ukrainian operators to improve the quality of their Internet coverage.

In addition, the owners set prices for each individual operator at their own discretion, and some even unreasonably deny access to infrastructure. Thus, the adopted law will determine the government agencies' authority, rights and obligations of infrastructure owners and approve clear methodologies of setting fees for services to be provided.

As UNIAN reported, Ukraine's parliament on February 7 passed draft law No. 4159 with 246 votes in favor of the piece of legislation with the required minimum being 226 votes.

The Telecommunications Chamber of Ukraine and the Telas Association supported the adoption of the draft law. It was also backed by public councils of the National Commission for the State Regulation of Communications and Informatization, as well as the State Service for Special Communications and Information Protection, and a number of Ukrainian telecoms operators.
