Groysman: Decentralization reform yields result - local budgets see additional UAH 100 bln

The inflow of UAH 100 billion to local budgets in 2014-2016 is one of the topmost results of decentralization, one of Ukraine's key reforms, Prime Minister of Ukraine Volodymyr Groysman said at a meeting with representatives of regional mass media Friday, the Cabinet's press service reports.

"In 2014 I was asked, what decentralization means. It was tough to explain. When we started to see results -- new roads, schools, kindergartens, as well as school buses -- it was an outcome of the decentralization process. From 2014 to 2016, local budgets have increased by UAH 100 billion. It is a tremendous resource that local budgets earlier have never possessed," said Groysman.

He reminded that the concept of local governance reform had been elaborated within a few weeks of February-March 2014, and as early as April 1, the concept had been submitted to Parliament consideration. However, legislative incentives were only adopted by the Verkhovna Rada's new convocation late 2014.

He has emphasized that the country is on the verge of significant transformations, particular in the spheres of social security, healthcare, and education. To this end, the support for local communities on these reforms is of utmost importance to the government.

"I will stand for this reform to the end," Volodymyr Groysman said.
