Ukraine slaps anti-dumping duties on grinding wheels from Russia

Ukraine's interdepartmental commission for international trade has decided to introduce anti-dumping measures on imports of ceramic bonded grinding wheels originating from Russia.

The commission took the decision on Thursday, April 13, and also decided to launch an investigation into the import of urea-formaldehyde produce from Russia, the press service of Ukraine's Ministry of Economic Development and Trade of Ukraine has said.

"An antidumping duty has been introduced for five years against Russian exporters: a 6.54% rate on Volzhsky Abrasive Plant (OJSC VAZ), which is located in the town of Volzhsky, Volgograd region; and 33.83% on other exporters from Russia," it said.

The commission also decided to conduct an interim review of anti-dumping measures regarding the import of ammonium nitrate to Ukraine from the Russian Federation.

The commission recalled that the current anti-dumping measures against the import of ammonium nitrate from Russia to Ukraine were introduced in May 2008.

In July 2014, the measures were reviewed and extended for five years (until July 2019).

On March 30, Ukraine's agriculture ministry announced that the restrictions on of shipments of ammonium nitrate needed to be revised as Ukrainian producers halted its production. The producers in turn insist that the measures need to be toughened as they insufficiently prevent the damage done by imports from Russia.

Having considered the two positions, the commission decided to conduct an investigation into the situation on the market of mineral fertilizers in the framework of an interim review.

Furthermore, the commission decided on an investigation into shipments of some kinds of urea-formaldehyde produce from Russia to Ukraine.

Ukraine will probe into imports to urea-formaldehyde resin and urea-formaldehyde concentrate originating from the Russian Federation.

During the investigation, the commission will look into facts and evidence of dumping, possible damage and causation between them. Based on future findings of the probe, it will decide on the expediency of anti-dumping measures.
