Ukraine's Infrastructure Minister Volodymyr Omelyan has repeatedly accused Balczun of incompetence and slow reforms in the company since late 2016. In addition, the minister said that the formal extension of the contract with Balczun contradicts the laws of Ukraine. Moreover, he called Ukrzaliznytsia's statement on the extension of the contract with the CEO as "his (Balczun's) and the company's agony."

Omelyan has repeatedly stated that Ukrzaliznytsia CEO's will be dismissed after the government has heard a report on Balczun's activities.

Ukraine's Prime Minister Volodymyr Groysman in early July declared the need to immediately change management of the country's largest state companies, including Ukrzaliznytsia.

Balczun was appointed Ukrzaliznytsia CEO under a Cabinet order dated April 20, 2016, following an open contest.
