"We now have to take a decision that will allow us to resolve several issues at once, including a solution to ending any monopoly at Boryspil, attracting new air carriers and reducing the fare for our passengers," Ukrainian Prime Minister Volodymyr Groysman said at a meeting of an ad hoc commission on low-cost airlines.

This period will be used to turn Hostomel Airport into the home base for low-cost carriers.

In addition, the government plans to offer regional airports of Ukraine to budget airlines as a condition to attract such new carriers.

"We are in favor of similar rules for inviting the airlines, including for low-cost ones. While we have different airports, there are airport terminals, so we need a program and new rules for attracting air carriers," the prime minister said.
