Ukraine mulls mandatory registration of cell phone users

The State Telecommunications Service (STCS) offers to register all users of mobile services, according to a corresponding bill posted on the agency’s website, Liga.Business wrote.

The STCS proposes to retain for customers of mobile operators the right to conclude a contract in writing or in any other form, Liga.Business reports.

At the same time, it intends to oblige telecom companies to collect personal data of all users without exception. The document also proposes to revive the practice of maintaining an IMEI database.

According to the explanatory note to the draft law, prepared by the STCS, the lack of a system for registering subscribers and IMEIs complicates the implementation of national security measures "in the face of cyber threats."

According to the idea by the STCS, other agencies will have only three months to synchronize their regulations with the new legislation, once adopted.

The National Communication Regulatory Commission at its regular meeting on Tuesday, August 8, approved the draft law proposed by the STCS, with a number of reservations.

In particular, the regulator proposes to increase the transition period, stretching it for six months. During this time, customers who are now using services without a signed contract will have to provide their personal data to operators.

At the same time, the Commission deems the second part of the bill (on IMEI registration) poorly prepared, hoping the STCS will finalize it.
