Ukraine approves tourism development plan until 2023

The document provides for a number of measures in the field of protection, revival and effective use of cultural heritage sites.

Ukraine's Culture and Information Policy Ministry says the Cabinet of Ministers on February 3, 2021, approved an action plan until 2023 to support the sphere of culture, protection of cultural heritage, development of creative industries, and tourism nationwide.

That is according to a statement published by the ministry's press service on its website on February 3.

In particular, cultural heritage monuments will be restored and repaired in the coming years under the Great Construction program.

To ensure cultural heritage protection in 2021-2022, Ukraine will also:

  • Approve historical and architectural reference plans with the definition of boundaries and modes of use of settlements' historical areas;
  • Revise the list of cultural heritage sites included in the tentative list for UNESCO World Heritage sites;
  • Approve blueprints to determine the boundaries and modes of use of buffer zones of UNESCO's World Heritage sites (the architectural ensemble the Residence of Bukovyna and Dalmatia Metropolitans, wooden churches of the Carpathian region (the Carpathian mountains) in Ukraine and Poland, and the Struve Geodetic Arc);
  • Develop and launch a website on cultural heritage and cultural values.

In addition, a state-run target program for the development of domestic and inbound tourism, Mandruy Ukrayinoyu ("Travel around Ukraine"), is expected to be developed in 2021.

In 2021-2023, it is also planned to:

  • Study changes and prospects for the development of the tourist services market and existing target audiences;
  • Launch a single tourism register as a national system for collecting and analyzing tourist data;
  • Create conditions for the development of the conference industry; in particular, establish a state conference bureau;
  • Create and implement an official multilingual tourist portal;
  • Develop tourist information centers;
  • Develop and promote inbound and domestic tourism within the Mandruy Ukrayinoyu;
  • Implement the Tourist Magnets of Ukraine project.

The plan also envisages the development of creative industries. In particular, the state target national-cultural program for the development of national arts and crafts in 2021-2025 is expected to be developed this year.

In 2021-2023, it is also planned to build a House of Music, create cultural service centers in territorial communities, develop a concept model of creative hubs and implement a pilot project to create such a hub in the city of Kyiv, improve funding mechanisms for the Ukrainian Cultural Foundation's projects, stimulate preparation of local investment projects on the development of cultural infrastructure, etc.
