It refined HS codes without changing import duty rates on goods.
The Verkhovna Rada, Ukraine's parliament, on June 4 passed a bill on the new customs tariff of Ukraine, providing for updating the existing customs tariff in accordance with the harmonized system of 2017.
Some 290 MPs voted for relevant bill No. 3228 on the Customs Tariff of Ukraine as a basis and in general with the necessary technical and legal amendments, according to an UNIAN correspondent.
According to the explanatory note to the bill, the need for the adoption of the law is due to bringing the country's legislative base into line with the system of generally recognized norms of international law. It says the current customs tariff of Ukraine uses the Harmonized Commodity Description and Coding System (HS) adopted in 2012, while the application of tariff and non-tariff regulation measures in most countries, in particular the European Union and the CIS, is based on HS 2017, which was introduced on January 1, 2017.

According to the bill, import duty rates on goods do not change, yet only changes, additions, and refinement of codes and descriptive parts of certain goods, notes to product groups are provided.
As UNIAN reported earlier, in September 2013, the Verkhovna Rada passed a Eurointegration-oriented bill to amend the Customs Tariff of Ukraine, which was enacted by the Law of Ukraine on the Customs Tariff of Ukraine.
The new law switched the Customs Tariff from HS 2007 to HS 2012, which was used in most countries, including the EU. In addition, the law provided for a reduction in preferential rates of import duties on certain types of goods.
In December 2018, the Cabinet of Ministers decided to reorganize the State Fiscal Service of Ukraine by splitting it into two agencies – the tax and customs services.
The State Customs Service officially started working on December 8, 2019.
