Gov't mulls e-registration of residence address

Obliging citizens to have their passports stamped is one of the obsolete practices that should be abolished, believes the ministry, which champions digital reform in Ukraine.

Ukrainian authorities have scheduled for April 2021 the test launch of another stage of digital reform, which implies allowing citizens to confirm their address of residence through a government-supported smartphone application.

More than a million Ukrainians have no formal residence address registered with the authorities, while each third Ukrainian resides at the address different from the one filed as their official one, Minister of Digital Transformation Mykhailo Fedorov has told Ukraina 24 TV channel.

The comment came during the discussion of the initiative to allow citizens registering their place of residence via a smartphone.

The new service, set to be launched from April this year, will be "semi-declarative", Fedorov said.

Officials will no longer be entitled to demand from citizens a residence registration stamp in their passports.

"There will be an entry in the register on where a particular person resides. And this won't be the person's task but that of an official – to get into that register and verify information," the minister explained.
