Background

  • On December 7, Ukrainian President Volodymyr Zelensky signed bill No. 1071-IX into law to provide social support for insured persons and business entities during the period of restrictive anti-epidemic measures introduced to prevent the COVID-19 spread across the country. In particular, the document provides for the payment of UAH 8,000 in one-time financial assistance to employees and individual entrepreneurs who lost part of their salaries or income over the quarantine restrictions.
  • Those individual entrepreneurs who registered less than three months before the entry into force of the law, or paid single social security taxes in 2020 for less than three months, or whose activity is not subject to quarantine restrictions, will not be eligible for the aid.
  • In addition, the law envisages a one-time bailout to companies for payments to their employees, so as not to cut jobs amid the lockdown. This refers to enterprises that (at the time of entry into force of the law) are forced to reduce or may reduce the working hours of employees over the quarantine-related downtime.
