Naftogaz could gain control over CHPPs ahead of heating season, govt suggests

This is due to the need to resolve the issue of debts of CHPPs managed by the State Property Fund, which could lead to them failing to receive gas.

Ukraine's Energy Ministry is considering the possibility of handing control of state-owned combined heat power plants (CHPPs) from the State Property Fund to NJSC Naftogaz of Ukraine in preparation for the heating season.

"The Energy Ministry will soon initiate a meeting to be attended by the State Property Fund, NJSC Naftogaz of Ukraine, and the Antimonopoly Committee officials to resolve the issue. We will work out all possible options, including the possibility of taking powers to manage the corporate rights of the state regarding the CHPPs from the State Property Fund to Naftogaz of Ukraine," the ministry's press service quoted Energy Minister Olha Buslavets as saying following a conference call on preparations for the start of the 2020/21 heating season.

Buslavets said this was due to the need to resolve the issue of debts of CHPPs managed by the State Property Fund, which could lead to them failing to receive gas. At the same time, timely measures may ensure the stable functioning of the fuel and energy complex in the fall-winter period, the minister added.

In November 2019, one of Naftogaz's enterprises was already engaged in managing the assets of two CHPPs in Lviv region.
