Ukraine beats Europe in open data ranking – Ministry

The maturity of the open data sphere in Ukraine is 6 p.p. higher than the average level across the EU countries.

Ukraine has ranked 17th in state-of-play on open data 2020, place in the report titled European Open Data in Europe 2020, compiled by the European Data Portal (EDP).

The country has gained 2,180 points of 2,600 possible, according to the press service of the Ministry of Digital Transformation, referring to ranking results.

"Having scored 2,180 points out of 2,600 possible, Ukraine took 17th place in the rating, demonstrating the level of maturity of the open data sphere at 84%, while that in Europe is 78%," it was reported.

Ukraine gathered 554 points, or 85%, in the category Policy (the EU average is 85%); 569 points in Portal category (88%, with the EU average of 79%); in terms of Quality of data published on the portal, their compliance with the international DCAT-AP standard Ukraine gained  492 points, or 78% (EU average 76%); and in the Impact category the country received 550 points, or 85% (EU average 72%).

Denmark ranked first, a runner-up is France, while Spain came third.

Background

In November, the Ministry of Digital Transformation, together with the TAPAS Project / Transparency and Accountability in Public Administration, launched a free comprehensive training program on open data for various target audiences.

According to Deputy Prime Minister Minister of Digital Transformation Mykhailo Fedorov, the Ministry has set a goal to bring Ukraine into top 3 globally n terms of data transparency.

The European Data Portal harvests the metadata of Public Sector Information available on public data portals across European countries. Information regarding the provision of data and the benefits of re-using data is also included.
