EU allocates over EUR 11.5 mln for public administration reform in Ukraine

In total, the EU has assigned EUR 90 million for 2016-2021 budget support for public administration reform.

The European Union (EU) has allocated over EUR 11.5 million for public administration reform in Ukraine.

"The EU supports the public administration reform in Ukraine amid the ongoing COVID-19 crisis with another direct payment of over EUR 11.5 million," the EU Delegation to Ukraine said on Facebook on July 7.

"Now more than ever, it is important to ensure respect for the core principles of public governance, accountability and transparency in order to nurture the confidence of citizens and business in state institutions," Ambassador Matti Maasikas, the head of the EU Delegation to Ukraine, was quoted as saying.

To get the budget support funds from the EU, Ukraine needed to make progress in public administration reform (PAR), in particular improve and further digitalize the inter-connectivity of state registries and public services (e-Health, civil status registry, etc.) and continue renewal of the personnel and human resource (HR) management in government institutions (e.g. introduction of HR information system). Still, the EU keeps monitoring the credibility of the latest legislative changes in the area and transparency of simplified recruitment of civil servants amid the current crisis.

In total, the EU has assigned EUR 90 million for 2016-2021 budget support for public administration reform.

The current payment follows three earlier instalments totaling EUR 37.6 million. The remaining tranche of EUR 26 million planned for 2021 will be provided on condition of the continued strong government commitment to the OECD/SIGMA Principles of Public Administration(link is external), the implementation and renewal of the PAR strategy based on a sound Civil Service Law and the adoption of the Law on the General Administrative Procedures.

In addition to the budget support, the EU provides EUR 14 million in technical assistance for imbedding and implementation of public administration principles in government institutions and, jointly with the European Bank for Reconstruction and Development, EUR 28.7 million to support sectorial reforms in line ministers through a number of expert teams as part of the Ukraine Reform Architecture project.
