The Russian companies violate the procedure for using Ukraine's airspace by flying over the temporarily occupied Crimea and Sevastopol.
Ukraine's Cabinet of Ministers says it will consider recommendations for the National Security and Defense Council (NSDC) to impose special economic sanctions against 13 Russian airlines, which envisage a three-year ban on resources in transit, flights and transportation within the territory of Ukraine.
That is according to the relevant resolution posted on the government's website with the agenda for a January 27 meeting.

In particular, this refers to the following airlines: Vologda Aviation Enterprise, KrasAvia, Komiaviatrans, Azimuth Airlines, IrAero Airlines, Aviaservice, Tulpar Air, Aerolimousine, Federal State Budgetary Institution State Company "223rd Flight Unit" of Russia's Defense Ministry, Pobeda Airlines, the AVIATIS (Aviation Technologies, Investment & Service), Federal State Unitary Enterprise "State Air Traffic Management Corporation of the Russian Federation," and Simargl Air Company.
The said companies violate the procedure for using Ukraine's airspace by flying within the prohibited zone over the temporarily occupied territory of Crimea and the city of Sevastopol.
The Cabinet will also consider restrictions against Syria's Cham Wings Airlines, which include a complete halt to resources in transit, flights and transportation via Ukraine. The company had previously been included in Ukraine's sanctions lists to freeze its assets, restrict trade operations and prevent the withdrawal of capital from Ukraine.
If the resolution is approved, the National Security and Defense Council shall consider the application of the sanctions within a month.
