Ukraine anti-trust watchdog allows transfer of six CHPPs to Naftogaz's management

Naftogaz intends to apply energy-efficient technologies at the enterprises.

The Anti-Monopoly Committee of Ukraine (AMCU) has allowed the transfer of six combined heat and power plants (CHPPs) from the State Property Fund to the management of the National Joint-Stock Company Naftogaz of Ukraine.

With regard to Sievierodonetska CHPP, it is about the transfer of assets of the state-owned enterprise belonging to the State Property Fund.

As for other CHPPs, Naftogaz may be authorized to manage their corporate rights belonging to the Fund.

  • The Anti-Monopoly Committee of Ukraine started considering the transfer of six CHPPs to Naftogaz of Ukraine's management in April 2020.
  • Naftogaz supplied gas to the enterprises under the terms of public service obligations and offered to apply energy-efficient technologies at the CHPPs.
  • The State Property Fund allowed several options for the state-owned CHPPs: their sale, transfer to concession, local communities, or Naftogaz.
  • On August 25, 2020, AMCU said it would strengthen monitoring the country's market for petroleum products over a possible reduction in fuel supplies from Belarus.
