Presidential form of government not to strengthen?
Prime Minister Yulia Tymoshenko is sure that amendments to the Constitution envisaging strengthening of the presidential form of government in Ukraine have no chances to be passed by the Verkhovna Rada. According to the government’s press-office, the Ukrainian Premier stated in Brussels, addressing the conference “Ukraine-EU: towards common challenges”.
According to her, the Verkhovna Rada will support amendments to the Constitution envisaging transfer of Ukraine to the parliamentary republic. “Only the parliamentary form of government has a chance to be passed by the Parliament,” Yulia Tymoshenko said.
The Head of Government stressed that the constitutional reform in Ukraine is imminent because today we have practically two executive branches of power: one headed by the President, another – by the Prime Minister. Yulia Tymoshenko considers it inadmissible that the authorities of government centers intersect between each other as it results in uncertainty. To her mind, it is necessary that the executive power has clear vertical and the President doesn’t duplicate functions of the government.
Yulia Tymoshenko noted that her team does not changes views and considers that both the presidential and parliamentary forms of government can be efficient if they are correctly constructed with necessary containment and counterbalance system.
At that, she stressed that “we must choose the shortest way for introducing order in our Ukrainian home”.
