OSCE says it requires access to all areas of Donbas

The OSCE special monitoring mission calls on all sides to provide access to its observers to all the territories in the Donbas, the head of the OSCE in Ukraine Ertuğrul Apakan said on Sunday, according to Radio Liberty.

"We tried to send our observers to Debaltseve, but they were refused to entry by the representatives of the so-called Donetsk People’s Republic,” Apakan  said.

“The OSCE special monitoring mission calls on all parties to observe the ceasefire in all the territories, and to provide access to the OSCE observers in order to monitor the situation in accordance with the mandate given by 57 OSCE member states," Apakan said.

At the same time, he said that the ceasefire in the Donbas was being observed, with some exceptions.

Russian-backed militants are continuing to attack Debaltseve, and villages around Mariupol in the south of Donetsk region, despite the ceasefire in the country being supposed to have come into effect at midnight on Sunday morning.
