Civil-military administrations to be established in Luhansk

In connection with the adoption of the law on civil-military administrations, which was signed by Ukrainian President on February 16, the head of the Luhansk Regional State Administration Hennadiy Moskal appealed to Ukrainian President Petro Poroshenko with a request to establish the Luhansk regional civil-military administration, Stanitsa-Luhanska district civil-military administration, Popasna district civil-military administration and the Novoaidar district civil-military civil administration.

Moskal also requested the creation civil-military administrations in certain settlements, namely, Trekhizbenka, Krymske, Novotoshkovka and Troitske.

According to their legal definition, civil-military administrations are temporary state bodies set up on the territories of Donetsk and Luhansk regions as part of the Anti-Terrorist Center at the Security Service of Ukraine, and are intended to ensure the observance of the Constitution and legislation of Ukraine, security and normalization of life of civilian population, the rule of law, participation in combating sabotage activities and acts of terrorism, prevention of a humanitarian disaster in the area of anti-terrorist operation implementation.

A special procedure for local administrations operating in the area of the ATO is introduced in cases where the local authorities do not execute such powers or have withdrawn from their execution. Civil-military administrations are set up by the decision of the president of Ukraine.

It is envisaged that civil-military administrations will exercise their powers until the termination of their activities on the opening day of the first session of the newly elected relevant council, and in the case of regional and district civil-military administrations set up to ensure public order and safety – until completion of the antiterrorist operation.
