With regard to the Budapest Memorandum, this document has a sad fate, unfortunately as Ukraine has not seen any effective guarantees, on which the country initially counted when signing the document, Permanent Representative of Ukraine to the Council of Europe Dmytro Kuleba said in comments to Radio Liberty.
"The annexation of Crimea and Russia's aggression against our country shows that the memorandum did not work as a comprehensive document, i.e. it did not fulfill its function of protecting the territorial integrity of Ukraine," he stressed.
Kuleba also believes that it is necessary to negotiate with Russia. "It is necessary to negotiate on how de-occupation of Crimea will be carried out, how the Russian troops will be withdrawn from the territory of Donbas, how all the damage inflicted will be reimbursed, and how the Ukrainian political prisoners can be returned. So it is necessary to negotiate these issues," the official said.
