Russian President Vladimir Putin has repeated his traditional claim that the Minsk process is stalling because of the Ukrainian authorities, according to an UNIAN correspondent in Russia.
"Regarding the Minsk format and its effectiveness: it is low, of course, and, in my opinion, this is primarily due to the unconstructive position of today's Kyiv authorities," Putin said at a press conference in Moscow Thursday.

He added that this law had not yet been put into effect under various pretexts.
