Leaders of terrorist organizations in Donetsk region have not let the OSCE Special Monitoring Mission (SMM) visit the areas where fortified bases of the so-called "7th separate motorized rifle brigade" are located, according to spokesman for the Ukrainian presidential administration Andriy Lysenko said.
"The command of the so-called '7th separate motorized rifle brigade' (Debaltseve) has banned the OSCE international monitors' access to the areas where [militant] fortified bases are located," Lysenko said on Sunday.
The militants continue hampering international monitors' work, which is a gross violation of the Minsk peace agreements, he said.
