Further sanctions on Russia will be discussed on December 19 at the EU summit chaired by a new European Council President Donald Tusk.
The sanctions are planned to target investment in Russian-occupied Crimea, targeting specifically Black Sea natural resources exploration, Ukraine Today reports.
EU leaders will also discuss a EUR 315 billion investment plan to boost Europe's economy.
