U.S. State Department spokesperson John Kirby says it's not time for business as usual with Russia, as sporadic fighting continues in Ukraine, according to NHK World News.
Kirby made the comment at a news conference on Thursday. He was referring to the talks between Japanese and Russian deputy foreign ministers in Moscow, the report says.
Kirby indicated that relations with Russia should proceed cautiously, saying that Ukraine remains front and center for Washington.
