Ukraine's Infrastructure Minister Volodymyr Omelyan says that the number of charter flights for people going for vacation abroad from Ukraine has doubled in the past three years.

"The figures are absolutely objective. If we compare even with 2015, irregular, charter, or so-called recreation [vacation] flights has doubled in 2017 from 1.8 million to almost 4 million. The total number of passengers has doubled as well. That is, people have really started to travel by plane. And this makes me happy," RFE/RL's Ukrainian bureau quoted Omelyan as saying.
However, the minister noted that a mere 5% of Ukrainians use airline services.
"I am disappointed by the fact that a mere 5% of Ukrainians use airline services. This is a huge problem, as 80% of people do not leave their residential areas at all," he said.
Omelyan also said that Ukraine's Infrastructure Ministry and the Ministry of Economic Development and Trade were working on rules for tour operators to strengthen their responsibility before customers. The government is strengthening control over tour operators and airlines.
