Naftogaz on Putin's gas transit statement: Stockholm arbitration over, Russia doesn't abide by awards

In its new arbitration claim, Ukraine demands $12 billion from Gazprom.

A top manager of NJSC Naftogaz of Ukraine has commented on Russian President Vladimir Putin's statement on transit shipments of Russian gas to Europe via Ukraine: the disputes between Naftogaz and Russia's Gazprom have been settled, but Russia does not abide by the awards.

"Putin says that Russia is ready to preserve transit shipments of gas in case the dispute between the business entities is settled in the Stockholm arbitration. First of all, the two disputes (under the contracts for gas supply and gas transit) between Gazprom and Naftogaz have already been settled through arbitration. The problem is that Gazprom does not abide by the awards," Naftogaz Chief Commercial Officer Yuriy Vitrenko said on Facebook.

Gazprom does not deliver gas to Ukraine at the prices defined by the arbitration court and neither has it paid $2.6 billion to Ukraine in compensation, which was determined by the awards, he said.

He also noted that Naftogaz is ready to settle a new dispute regarding the revision of gas transit tariffs, which Ukraine has recently lodged with to the Stockholm arbitration.

Vitrenko said that Naftogaz currently demands $12 billion from Gazprom by filing the third suit to arbitration.

In his words, the third dispute could be settled through arbitration no earlier than the end of 2020, while the transit contract between the companies expires on December 31, 2019.

"Are Gazprom and Germany ready to suspend the construction of Nord Stream 2 by the end of new arbitration?" he wrote.
