The bills will offer the investor the world's most advantageous conditions.
Ukrainian Infrastructure Minister Volodymyr Omelyan says that after bills on the creation of Ukraine's electric car market are adopted, a Ukrainian delegation will be sent to Tesla to negotiate the construction of its first European plant in Ukraine.

"We may have our two bills Nos. 8159 and 8160 on the creation of a market for electric cars, chargers, and batteries for them, as well as mining lithium and related elements to be adopted in parliament. And the next day, we may send a delegation to Tesla to negotiate the construction of their first European plant in Ukraine," he wrote on Facebook on May 7.
The minister also noted that the draft laws would provide the investor with the most advantageous conditions in the world, while the country would have a chance to create a new high-tech export-oriented sector of the economy.
"As IT started five years ago and agriculture started ten years ago. So now we have a unique opportunity to manufacture electric cars in large quantities and jump from the era of diesel locomotives to that of next generation of vehicles," he added.
The minister said that Tesla had expressed concern about a predicted deficit of such key components of electric batteries in the market as lithium, nickel, and copper.
As UNIAN reported earlier, the Infrastructure Ministry has developed a bill that provides for measures to stimulate the development of the electric vehicle market in Ukraine. The adoption of the bill by the Verkhovna Rada, Ukraine's parliament, will allow a reduction in the cost of electric vehicles by 40%, in particular, by reducing the VAT and canceling excise tax on imports and sales of electric cars.
