Ukraine's newly appointed tax agency chief talks of first steps to be done

Withdrawing tax police from under the State Tax Service supervision should be one of the measures to turn the agency into a customer-oriented service organization.

Serhiy Verlanov who has been appointed Chairman of the State Tax Service of Ukraine, advocates demilitarization of the agency and the removal from its structure of tax police.

Following a government meeting on Wednesday, Verlanov told reporters: "On tax police, my position is clear. The State Tax Service should be demilitarized, that is, the law enforcement function should be separated from the service function. Today it is a question of political compromise. There are several options that are submitted to the Verkhovna Rada Committee, but there will be no resistance on my part to this process."

According to the official, withdrawing tax police from under the State Tax Service supervision should be one of the measures to turn the agency into a customer-oriented service organization.

Also, Verlanov plans to create a transfer pricing department and the one dealing with all electronic services.

It is planned to create new departments after the completion of all legal procedures related to the launch of the STS.

Verlanov is also in favor of upgrading the "taxpayer's office" service for legal entities and launching similar functions for citizens.

"We see that businesses are very supportive of the idea that they don’t need to go to any offices. Similar services should be launched for citizens," he said.

As UNIAN reported earlier, the Cabinet of Ministers on Wednesday, May 8, appointed Deputy Minister of Finance Serhiy Verlanov head of the State Tax Service of Ukraine (STS).

UNIAN memo. In December 2018, the Cabinet of Ministers decided to reorganize the State Fiscal Service of Ukraine by unbundling it into tax and customs services. According to the Memorandum on the new program of cooperation between Ukraine and the International Monetary Fund, the process of reorganization of the SFS was planned to have been completed by the end of April this year.

However, on April 17, the District Administrative Court of Kyiv, at the claim t of the people's deputy from the Petro Poroshenko Bloc faction Andriy Antonishchak, suspended the competition for the selection of the head of the customs service and banned the Commission on Higher Public Service Corps to hold this competition.

Prior to this, the competition commission managed to complete one of the stages, selecting candidates for the post of heads of customs and tax services. Candidates for the post of the latter, in particular, were Deputy Minister of Finance of Ukraine Serhiy Verlanov, Executive Director of Standard Audit Dmytro Olekseienko, and Deputy Minister of Justice on European integration issues Serhiy Petukhov.

Since the competition for the selection of the head of the customs service is being blocked through the court, the commission conducted the final selection of candidates for the post of head of the tax agency, where Verlanov won. The Commission therefore nominated Verlanov to be approved for the position.
