NSDC secretary backs PM's initiative to announce new bid for shelf gas extraction

According to Danyliuk, the key problem of the latest bidding was the artificial limitation of time for the players to analyze the site and prepare competitive offers.

Secretary of the National Security and Defense Council (NSDC) of Ukraine Oleksandr Danyliuk has supported the initiative of Prime Minister Volodymyr Groysman to announce a new bidding for gas extraction on the Ukrainian Black Sea shelf.

"The decision to announce a new competition for the shelf is definitely correct. This competition was a guideline of whether Ukraine is ready to move away from the 'under-the-table' distribution of deposits," he wrote on Facebook.

"The key problem of this competition was the artificial limitation of time for the analysis of the field and the preparation of competitive offers. Serious companies will not partake on such conditions. When approving new conditions, it is necessary to provide a period of at least six months. Energy independence needs investment, while investment requires transparent and clear rules," Danyliuk added.

As UNIAN reported earlier, in April, the State Service of Geology and Mineral Resources of Ukraine announced a tender related to the Delfin hydrocarbon section located in the northwest of the continental shelf of the Black Sea, which can attract at least UAH 1.5 billion ($56.8 million) in investment into the country's oil and gas exploration and production.

The section tendered is almost 10,000 square meters. The term of the agreement has been set at 50 years and subject to renewal.

The share of the state in profitable produce shall be at least 11% of its total volume, while the maximum share of the investor shall be 70% of the total output.

On July 26, the interdepartmental commission under the Ministry of Energy and Coal Industry of Ukraine selected the U.S.-based Trident Acquisitions winner of the competition for hydrocarbons development on the Black Sea shelf within the Delfin section.
