U.S. gas for Ukraine: Expert names three main problems

Director of Special Projects at Psychea Scientific and Technical Center Gennadii Riabtsev says the "historically important" signing of a "gas" memorandum between Ukraine, Poland and the United States is so far only a declaration of intent.

According to the expert, a number of other documents have to be signed so that intentions come true. The work will have to be done in three main areas with serious problems that have been observed so far there.

"The first one is the construction of a pipeline across Ukrainian territory. The Poles were ready to lay it to our border before, but, of course, they didn't intend to build it on Ukrainian territory. We considered it unprofitable at that time," the expert said, Ukraine's Segodnya newspaper wrote on September 4.

"Second, it is necessary to increase the capacity of the terminal in Świnoujście, which is now designed exclusively for Polish needs. There are no free volumes [of gas] there, and they are unlikely to appear because gas has been contracted," he added.

"And third, now the supplies of American liquefied natural gas (LNG) are limited to liquefied gas terminals on the U.S. Atlantic coast. Therefore, they need to increase their capacities. Thus, it will be necessary to conclude contracts for the completion of the pipeline construction, increase the capacity of the terminal in Świnoujście, and enhance the capacity for liquefying American gas. That is, if we want this memorandum to acquire real practical outlines, we need to resolve these three issues," Riabtsev added.
