Ukrainians not in favor of legalizing gambling – poll

However, 48% of the polled citizens are okay with the preservation of classic numerical lotteries.

The vast majority of Ukrainians surveyed by the Rating Group oppose legalization of gambling businesses as such, with 58% of respondents saying they will not back the idea under any conditions.

At the same time, 48% of Ukrainians are okay with the preservation of classic numerical lotteries during the alleged legalization of gambling businesses.

Classic lotteries are the least dangerous kind of gambling, so they are most common in the European Union countries and worldwide.

Expert Ihor Halytsky says the government-prepared bill (No. 285) on state regulation of gambling, while another seven draft laws, on the contrary, aim to restrict classical lotteries, up to their complete ban.

"Operators of numerical lotteries are already subject to 30% income tax, while they work legally and pay all taxes and fees. At the same time, illegal sites are, in principle, prohibited by law, but they supposedly may operate throughout the transitional period, even more so, for a minimal fee," Halytsky said at a roundtable discussion organized by Ukrainian Institute for the Future.

The survey was conducted with the sample population represented by age (18 and older), gender, type of settlement, and region. A total of 2,000 respondents were polled through individual, face-to-face interviews at respondents' place of residence. The margin of error does not exceed 2.2%.
