DTEK becomes major importer of electricity to Ukraine in Oct

The company has recently announced a halt of electricity production at the Burshtynska energy "island," demanding termination of electricity imports from Russia.

Ukraine's largest private energy holding DTEK, controlled by businessman Rinat Akhmetov, in October 2019 was the major importer of electricity to Ukraine in all directions.

Akhmetov's company brought 228,000 MWh of electricity to Ukraine from all directions, the Nashi Groshi ("Our Money") project wrote on November 26, referring to a source in Ukraine's Energy and Environmental Protection Ministry.

DTEK was in the lead in terms of energy supplies both from Russia and Belarus to Ukraine (136,000 MWh) and from Europe to the Burshtynska energy "island" (the area of Burshtynska thermal power plant (91 MWh), which provides electricity to about 3 million Ukrainians living in Ivano-Frankivsk, Lviv, and Zakarpattia regions.

At the same time, DTEK is the largest importer with regard to the share of transmission capacity received (66%) in terms of electricity supplies from Slovakia. However, DTEK used its capabilities to the least extent against other importers, that is a mere of 48%.

The consequence of shortages in electricity supplies was the setting of the highest price for electricity in the Burshtynska energy "island" compared with the rest of Ukraine, the publication said.

Electricity supplies to the Burshtynka energy "island" are possible exclusively from DTEK Zakhidenergo thermal power plants (TPPs), Slovakia, and Hungary. Supplies from the rest of Ukraine, as well as from Russia and Belarus, are impossible for technical reasons – due to the lack of special devices able to combine different energy systems, namely the European and the Soviet ones.

At the same time, recently, DTEK announced the suspension of electricity production in the Burshtynka energy "island." One of the requirements of Akhmetov's DTEK was to halt electricity imports from Russia, which in no way affects the situation in the Burshtynka energy "island," while cutting the price in other Ukrainian regions, which leads to a shortfall in DTEK' profit.

The Anti-Monopoly Committee of Ukraine (AMCU) has announced a probe into DTEK's actions in the Burshtynka energy "island." According to preliminary estimates, Akhmetov's group of companies in this case will only be facing a fine rather than forced unbundling. So, DTEK may block monetary sanctions in courts and continue its monopoly control over Western Ukraine, the publication said.
