Cargo execution simplified in Ukrainian ports

Decrees of the Cabinet of Ministers No. 483, 491 and 492 regarding deregulation in seaports came into force in late July, Ukrainian weekly Novoe Vremya wrote referring to Ukrainian Ministry of Infrastructure.

According to Decree No. 491, a commission control on board of ships has been cancelled while computer-controlled radiological monitoring of goods and electronic document management have been introduced. A procedure for registration of yachts has also been simplified, according to the report.

A 45-day period from the date of decrees publication is envisaged for the implementation of the above-mentioned changes, according to Ukrainian Infrastructure Minister Andriy Pyvovarsky.

In addition, decree No. 483 ensures equal access to the port infrastructure of all port operators through the introduction of a unified tariff.

Officials claim that this innovation has received special approval from the European Business Association.

"The changes that will simplify business in the ports have been implemented very swiftly, jointly with the government's efforts , despite major resistance. Economic impact of deregulation for business is estimated at billions of hryvnia. Companies will save these funds, because they will no longer have to pay for idle time of the vessels and pay bribes at ports," the minister said.

He also stated that Infrastructure Ministry has already taken all necessary measures to deregulate the port operations. According to Pyvovarsky, next steps should be undertaken by the State Fiscal Service of Ukraine regarding the implementation of the concept of e-customs, development of a common approach to the determination of the customs value, creation of a single treasury account, etc.

As UNIAN reported earlier, the Cabinet of Ministers of Ukraine approved the draft project on establishing a port information system to minimize paper work when ships and cargoes registration in Ukrainian ports.
