On September 16, Ukrainian President Petro Poroshenko enacted a decision taken by the National Security and Defense Council on September 2 to introduce sanctions against about 400 individuals and more than 90 entities from the Russian Federation and other countries, who are involved in the annexation of Crimea and aggression in Donbas.

The sanctions were introduced against 20 Russian major air carriers. Ukraine also banned transit flights of Russian airlines through Ukrainian airspace if they carried defense goods, dual-purpose equipment, or Russian military personnel.

The sanctions were introduced against Russian major air carriers, such as Aeroflot and its three subsidiaries - Rossiya Russian Airlines, Donavia Airlines and Orenburg Airlines Federal State Unitary Enterprise; as well as Transaero Airlines, which carries out flights to Kyiv and Odesa. S7 and Ural Airlines were also blacklisted.
