Kyiv's municipality wants full control over Akhmetov's Kyivenergo

Kyiv's municipal authorities are considering an option of retaking full control over Kyivenergo, which is part of Ukrainian businessman Rinat Akhmetov's DTEK holding.

"The position is clear – all key companies that work to support the city's life should be controlled by the municipality. Companies each resident of Kyiv is dependent on cannot be privately owned and depend on someone's whims. There is no other option but municipal ownership or at least full control," Kyiv City Council Secretary Volodymyr Prokopiv told zn.ua, the online version of the Dzerkalo Tyzhnia (Mirror Weekly) Ukrainian weekly newspaper.

In his words, Kyiv's authorities are considering ways of retaking control over Kyivenergo.

"The situation is extremely complicated. Much work has been done, but much work is ahead. However, agreements on Kyivenergo's concession are to expire soon, and you'll see concrete steps to be made by the municipal authorities in that direction. I want to believe that Kyiv City State Administration will succeed. If they need assistance from the side of Kyiv City Council and council deputies – I'll make sure it will happen," he said.

In his words, in 2016, Kyiv will only sell housing facilities, as strategically important facilities in the city have already been sold.

"These are facilities of minor importance. For example, an apartment house at 43 G Chervonozoriany Avenue, [a building at] 15 Saksahanskoho Street, etc. These are not so important enterprises as was the case before with Kyivhuma [a rubber plant] or Mayak plant [a TV, radio, recorder manufacturer], which were major tax payers to the local budget. There are no objects of that kind. All the companies that could bring revenue to the city's budget were sold long ago," he said.

At the same time, the sale of such strategic enterprises as Kyivmiskbud (a construction firm), Kyivenergo, Kyivvodokanal (water supplier), and municipal networks and facilities of the city's infrastructure is not allowed, he said.

UNIAN's memo. Kyivenergo generates electricity at two combined heat and power plants – CHPP-5 and CHPP-6. It also operates three thermal plants and 183 boiler rooms to produce thermal power.

It is part of Akhmetov's DTEK, which owns 72.39% of Kyivenergo's shares, while the state has a 25% stake in the company.
