Ukrainian banks banned from servicing sanctioned Russian companies

The National Bank of Ukraine approved the procedure for the country’s banks to implement the decision of the National Security and Defense Council on the application of personal special economic sanctions against a number of Russian companies, including Russian social networks VKontakte and Odnoklassniki, as well as Yandex and Mail.ru online services, and 1C accounting software.

Starting June 3, banks are prohibited from servicing settlement papers of customers specified in the sanctions lists, which are initiators of the transfer, and to which restrictions have been applied to suspend the fulfillment of economic and financial obligations, as reported on the NBU website referring to Resolution No. 46.

It is also prohibited to initiate the transfer of funds to the accounts of persons indicated in the sanctions lists to which restrictions are applied to suspend the fulfillment of economic and financial obligations, or to the bank's own accounts opened in organizations to which such sanctions are applied.

Exceptions concern money transfers on transactions carried out to increase the authorized capital of Ukrainian banks.

The use of a widely-spread bookkeeping software 1C was prohibited.

The Cabinet and the Security Service of Ukraine along with the NBU were instructed to work out a mechanism for the restriction of access to said websites and an effective prohibition of 1C.

On May 17, the presidential decree came into force.
