"Foreign vessels' visits to the closed seaports and the terminals located in Crimea and Sevastopol will be considered as a violation of international law that undermines the sovereignty of Ukraine and as a violation of the law that entails the liability of owners, operators and captains of the ships. This liability is also criminal," the ministry said.
