"The members of the free economic zone are not entitled to carry out activities in the sphere of subsoil use for purposes of exploration and mining of minerals. That's except for the extraction of groundwater, which is used for drinking, domestic water supply, and provision of industrial or agricultural facilities with water; as well as with the exception of the exploration and extraction of natural curative resources for sanatorium and resort treatment, and recreation needs," reads the document.

This will worsen the quality of water that can become unsuitable, even for irrigation. According to their conclusions, there are no groundwater reserves in Crimea sufficient for such intensive exploitation, while natural water resources barely cover drinking and utility needs.
