Number of complaints in public procurement in Ukraine grows by 85% in 2017

Head of the Antimonopoly Committee of Ukraine Yuriy Terentyev has announced that the number of complaints about public procurements in Ukraine in 2017 increased by 85% against 2016, to 5,684 claims.

"We observed a rapid surge in the number of complaints (3,067 claims) after the enactment of the Law on Public Procurement in 2016. Some 5,684 complaints were lodged in 2017," Terentyev said at a press conference on January 16, adding that every day the committee considers 23 complaints on the average.

Read alsoWeek’s balance: step toward big privatization, tighter control in public procurement, and slower inflationIn his words, the highest number of complaints was filed with regard to tenders conducted by the Infrastructure Ministry (868 claims), Kyiv City State Administration (326 claims), as well as the Ukrainian Energy and Coal Industry Ministry and the Defense Ministry.

MaxMed International LLC lodged the largest number of complaints(144 claims) in 2017. The overall value of complaints considered in the past year exceeded UAH 90 billion (US$3.1 billion). More than half of all claims were related to purchases of transport equipment, fuel, medical devices, foodstuff, and construction services.

The official also said that 550 complaints were filed in December 2017, which was almost 30% up year-over-year. At the same time, the highest number of complaints was filed in August 2017 (573 claims).
