Ukraine to gain control over border only "at end of process" – Merkel

Speaking at a news briefing after the talks in Berlin, Merkel said that Ukraine would gain ultimate control over its border only at the end of the process, and before that the parties agreed that the OSCE observers could move freely up to the boundary.
