According to Gerus, some decisions contain discriminatory norms that put the state-owned companies in worse conditions, while private energy companies may get a privileged position.

Ukrainian President Volodymyr Zelensky's envoy to the Cabinet of Ministers Andriy Gerus has called on the government to revise the decisions on energy that were taken at a government meeting on May 22.

"Unfortunately, it was a bit strange meeting of the Cabinet of Ministers, since the decisions that had not been included in the agenda and had not been even voiced were voted as a single package. It turned out that some decisions that were made had not been even on the list of issues addressed (the fact is recorded)," he wrote on Facebook on May 22.

He added the Cabinet had considered a package of government decisions in the field of energy, including three decrees related to the introduction of a new electricity market.

According to Gerus, some decisions contain discriminatory norms that put the state-owned companies in worse conditions, while private energy companies may get a privileged position.

"Unfortunately, such decisions had been taken in a hurry even before the relevant opinion of the Antimonopoly Committee was received," he added.

The official said there had been complaints on certain decisions from foreign companies that were considering the possibility of investing in Ukraine's generating capacity that such rules restrict competition and create an advantage to some local energy companies.

"I think this is not the best practice when the government is introducing a new electricity market in such a way. I think such important decisions should be taken after a full-fledged professional public discussion. In my opinion, it would be better if such complex debatable issues are submitted again for full consideration and transparent decision making," Gerus said.
