Property loss due to Russian occupation to be tackled as part of Minsk process – minister

Ukrainian Social Policy Minister Andriy Reva claims compensation for the violation of Ukrainian citizens' property rights as a result of the Russian occupation of Ukraine will be addressed as part of the Minsk peace process.

"The existing legislation does not provide for this [compensation for loss of or damage to property due to the occupation]. This problem exists, and it will be tackled within the framework of the Minsk process – the occupation of Ukrainian territory by a foreign state, including issues related to our citizens' property rights that have been violated because of the occupation," he said before a government meeting last week.

As UNIAN reported earlier, the leaders of the Normandy Four (Ukraine, Germany, France, and Russia) agreed at a meeting in Berlin on October 19, 2016, to develop a "road map" for the implementation of the Minsk agreements on Donbas.

On November 29, Minsk hosted a meeting of the Normandy Four foreign ministers to discuss the "road map." Following the meeting, Ukraine's Foreign Affairs Minister Pavlo Klimkin said that the discussion had been swift because the Russian side had refused to agree to the key priorities of Ukraine. In his words, the sides failed to reach agreement on any issue.

German Ambassador to Ukraine Ernst Reichel said Ukraine and Russia had no consensus on the sequence of actions for Minsk implementation to settle the Donbas crisis.

Ukrainian Deputy Minister of Foreign Affairs Vadym Prystaiko earlier said Ukraine estimated its losses due to Russian military aggression in Donbas at 20% of GDP.
