Ukraine Today spoke to a German expert on decentralization, Dr. Dieter Schimanke, continuing a series of interviews on the main reforms that are being implemented in Ukraine.

According to Schimanke, decentralization is key to the plan of Ukraine's modernization, as large distances prevent the regions from being effectively governed from the capital. 

The expert concludes that it will take at least ten years for Ukraine to be able to build public administrations of comparatively the same quality as in other European states.
