The representative was monitoring the disposal of the missile warheads.

"Three dead, including a NATO representative who monitored the disposal of the missile warheads. Two more victims with injuries were taken to hospitals in the towns of Sumy and Shostka," the report stated.

The NATO representative was a citizen of Ukraine, who was at the testing station under a special NATO program to assist in the disposal of ammunition.
