Motuzianyk said the Russian side had banned the entrance of military vehicles from territory of the self-proclaimed republics of Donetsk and Luhansk.

"Weapons and ammunition are to be transported by rail," Motuzianyk said.

According to him, terrorists continue repairing railway infrastructure at the stations of Ilovaisk and Debaltseve.

"The acute shortage of qualified personnel and maintenance wagons remains a serious problem for militants now. They're trying to engage civilians, but such attempts are a rare success – people are trying not to cooperate with bandits," he said.
