As deputies noted, Reuters had recently reported on Washnigton’s intentions to place HIMARS missile launchers in the southeast Turkey this May, RIA Novosti wrote.

"It is worth noting that the performance characteristics of said weapons, according to available data allow, among other things, the use of missiles with a range of up to 500 km. Thus, it is a potential threat to Russian allies in the CSTO (primarily Armenia)," the appeal reads.

According to Russian deputies, in order to protect the interests of Russia and CSTO allies, it is necessary to take comparable measures in response to the "U.S. offensive action."
