president.gov.ua President of Ukraine Volodymyr Zelensky on Tuesday, July 30, signed a decree "On some measures to improve the access of individuals and legal entities to electronic services", aimed at streamlining and ensuring the transparency of state registries, developing modern e-identification tools, and implementation of e-government services that are key to citizens and businesses. The document sets a priority task of conducting a full audit of the existing public registries, the president&#39;s press service reports. "Today in Ukraine there are more than 350 state registries, most of which operate in a completely inefficient and opaque way. This is the main cause of raiding, corruption and other schemes in various public services, for example, in city development or land sectors," said Mykhailo Fedorov, the president&#39;s advisor. The audit of registries and their further streamlining, the dissemination of a single identifier of an individual to link their data from different registries, and the introduction of electronic interaction will spare citizens the need to constantly provide the same information and various reference, and will greatly simplify all public services, according to Fedorov. "Transparent and reliable work of state registries will be the key to safe business development and effective management of the country as a whole," the adviser to the head of state added. At the same time, the presidential decree provides for the introduction of a single web portal of electronic services, where Ukrainians will be able to access information about themselves in public registers (for example, property, land, transport, taxes and income) and priority electronic public services through their e-office. We can already say for sure that these are billions of hryvnias a year drawn from Ukrainians&#39; pockets. Therefore, we have compiled a list of about 200 services that are key to citizens and businesses, in order first of all to introduce their provision online. Every Ukrainian will be able to see our plan and the implementation of these tasks on a special website," said Fedorov. Also, the decree begins work on the online conduct of elections and population census in Ukraine. Among the key tasks stipulated by the decree is to intensify the work on filling the Unified State Demographic Register, which now contains data on only about 14 million citizens. As early as this fall, we plan to start issuing passports in the form of ID-cards with an electronic signature provided initially, but our priority is to introduce and scale innovative approaches such as MobileID and SmartID, as well as other alternative means, so that every Ukrainian is able to quickly feel the benefits of digital transformations across the country," the presidential advisor said.
