The Kremlin has refused to discuss the plan of Ukrainian Interior Minister Arsen Avakov on the return of occupied territories to Ukraine.

"As for Donbas. There are Minsk agreements, and the issue of Donbas can be solved by common consensus only through the implementation of Minsk agreements, which is being torpedoed and blocked by the Ukrainian side," Kremlin spokesman Dmitry Peskov told journalists, an UNIAN correspondent in Russia reports.
